从陕北地区面临的问题看资源富集区可持续发展

自然资源的有限性、区域性、整体性特征使得区域自然资源开发利用受外部力量和自身发展条件多种因素的影响。西部大开发促进了西部地区经济的发展。然而,西北自然资源富集区仍存在经济、社会、环境之间矛盾,地区之间差异,富区与富民之间的矛盾等诸多不协调的现象。这些矛盾阻碍了科学发展观的落实和和谐社会的建设。本文在回顾以往文献的基础上,总结了资源富集区发展面临困境的原因,并以陕北地区为例,分析了资源富集区发展面临的主要问题,最后提出了相应建议。

Sustainable Development of Resource-Rich Areas in Northwestern China:An Example From Northern Shaanxi Province

Natural resources are often limited,territorial,and integrated.Due to these characteristics,the exploration and use of natural resources in a region are influenced by both external factors and internal conditions.In Northwestern China,many regions are benefited from the China's Western Development Program.Resource-rich areas still have many un-harmonious problems in sustainable development,such as the conflicts among economy,society and environment,the disparities among regions,the contrast between rich government and poor local residents,and so on.Based on a review of related lectures,this article summarizes the causes of the problems in the development of resource-rich areas.Taking the Northern Shaanxi area as an example,these problems were analysed and corresponding solutions were suggested to these areas in Northwestern China.
