| 摘 要： | 黑河流域水资源短缺、生态环境脆弱,在有限的水资源条件下,如何实现流域经济社会发展与生态环境保护的协调,是当前面临的重要问题.本文探讨通过采取提高流域经济社会及生态用水效率、增强干流骨干水利枢纽工程保障能力、强化水功能区管理等对策措施,实现流域水资源开发利用与生态环境保护协调发展的可能途径.

| Abstract: | Heihe River Basin is characterized by water resources shortage and fragile ecological environment.How to realize coordination between economic social development and ecological environment under the condition of limited water resources is a current important problem.In the paper, possible approach of realizing coordinated development between river basin water resources development utilization and ecological environment protection is discussed through improving river basin economic social and ecological water use efficiency, enhancing the capacity of trunk river bone water resources hub project, strengthening the management of water function area, etc. |
