土地开发整理工程投资结构分析与评价

土地开发整理是增加耕地数量、提高土地质量，保障社会可持续发展的重要措施。目前实施的土地开发整理项目主要有土地整理和土地开发以及土地复垦三种类型，并以土地整理类型为主。通过分析项目的土地平整工程、农田水利、田间道路及其它工程等主要分项工程的投资结构，得出土地平整和农田水利是项目工程投资的主体部分，且近年来土地平整费用所占比例呈现逐年下降趋势，农田水利工程投资和道路投资比例逐年增加趋势，并对这种变化趋势进行了分析。并指出了加强土地开发整理完成后土地质量变化与评价以及进行农田水利工程设施的管理体制和运行机制研究应是持续发展的重要研究课题。

ANALYSIS AND EVALUATION OF PROJECT INVESTMENT COMPOSITION ABOUT LAND DEVELOPMENT AND ARRANGEMENT

Land development and arrangement projects are the important measures to add land quantity and improve land quality. And it can ensure society continuable development. The projects of land arrangement and development are composed of land arrangement, land development and land reclamation. And the major kind is land arrangement. Through analysis land leveling, irrigation and drainage engineering ,field roads and other projects, we can draw a conclusion that land arrangement and irrigation and drainage engineering are the investment major part of the project. Recent years, it is a trend that the expenditure of land arrangement is falling and the investment ratio of irrigation and drainage engineering and farm roads is with time. And we analyze the reason of the trend. The author point out that intensifying land quality evaluation and studying the management system and circulation mechanism of farm irrigation works establishment are important works.
