农业税减免速度的思考与对策

为了切实减轻农民负担 ,十届全国人民代表大会第二次会议指出 ,5年内逐步减免农业税。北京、上海等东部发达地区当即提出全部或部分减免农业税 ,最近江苏、河南等地也相继决定从 2 0 0 5年开始全面减免农业税。但经济欠发达地区应根据地方实际情况确定农业税减免速度 ,不能盲目攀比。分析了农业税减免过快所带来的负面影响 ,并提出了相关的对策。

The Thinking and Under - measures of the Agricultural Taxation Reducing Speed

The“San Nong”problems are always paid special attention to by our government and the Party.In order to lighten the peasants’ burden,the Second Session of the Tenth People’s Congress announced:The Agricultural Taxation will be remitted gradually in five years .Thus many provinces(e.g. Beijing ,Shanghai etc.) in the eastern developed district decided to remit the Agricultural Taxation totally or partly,recently Jiangsu and Henan have also decided to omit the Agricultural Taxation since the year 2005.Those less developed districts must choose the reducing speed according to its real circumstances but not to do the same.This article analyses its side effects,and offers the relevant counter-measures.
