新形势下地方农业高校科技工作可持续发展的战略研究

推进科技工作的可持续发展,是高校提升科技创新水平,转变科技发展方式,实现科技内涵式发展的内在需求。文章分析了农业高校科技工作的形势和需求以及存在的问题,并结合科技工作发展的实际,提出了理念引领、整合提升和集群带动等战略思路,阐述了科技创新引导工程、科技创新基础工程和科技创新支撑工程等主要内涵,从学术组织建设、科技保障体系、科技创新管理体制、科技合作交流等方面探讨了推进地方农业高校科技工作可持续发展的保障措施。

Strategic Research on Sustainable Development of Scientific and Technological Work of Local Agricultural Universities Under the New Situation

Promoting the sustainable development of scientific and technological work is the internal need to enhance the level of scientific and technological innovation, to change the scientific and technological development mode, and to realize the intensive development of science and technology. The situation, demands and problems of scientific and technological work of agricultural universities were analyzed in the paper. Combined with actuality of scientific and technical work, three development strategies were introduced, which are ＂concept-leading＂, ＂integrating and promoting＂ and ＂team-driving＂. Main content of three important promoting projects were elaborated, which are scientific and technological innovation guiding project, basic project and supporting project. Effective methods that have been taken to promote scientific and technological work were presented, such as constructing academic organizations, scientific and technological indemnification system, technological innovation management system, and scientific and technological cooperation and exchange.
