党河中上游生态退化机制与保护对策

随着全球生态环境日趋恶化，区域生态经济系统的恢复与重建已引起国际社会的广泛关注。通过分析党河中上游生态退化的内在原因和外在驱动力，认为党河中上游生态退化的前提是气候的干旱性和生态环境的脆弱性，最大干扰因素是人类经济活动。今后，党河中上游地区必须高度协调人地关系，减轻生态压力，同时要加强党河流域的水资源统一管理，优化水资源配置，依托退牧还草和国家自然保护区政策，力争用较少的时间使党河中上游生态环境得以修复。

Research on mechanism of ecological deterioration and protection countermeasures in upper and middle Dang River

Damages of natural environment due to anthropogenic factors and its consequence has become increasingly the most serious problem in eco-security,and is followed with interest widely throughout the world.By analyzing the intrinsic causes and external driving force of ecological degradation,the prerequisite of ecological degradation in the upper and middle of Dang River should be the arid climate and the fragile ecological environment,and the largest interference comes from human economic activities.From now on,the interrelationship between the land and men must be harmonized highly,and much more attention should be paid to reduce ecological stress.At the same time,the uniform management of water resources must be strengthened and the allocation of water resources be optimized.Relying on the project of withdrawing grazing and return to grass and the policy of nature preserve,we have to race against time to restore and protect a better ecological environment in the upper and middle of Dang River.
