北京市社会力量参与新农村建设效果与未来展望

社会力量是新农村建设的重要主体之一。为了解社会力量参与新农村建设的建设效果，填补有关研究空白，本文以北京为例做了实地调查。结果发现，在新农村建设中，多种社会力量积极参与，取得了良好的经济社会效益，其中政府在参与建设和政策引导方面起到了重要的推动作用。但同时，社会力量在参与新农村建设过程中，建设内容及合作方式还相对简单，建设项目偏重直接的经济投资，对医疗卫生、精神文化和社会公益等项目投入不足，一些建设还存在形象工程、破坏环境等问题。鉴于此，本文认为，在引导社会力量进行新农村建设过程中应该做好政策鼓励、舆论引导和组织保障等工作，并充分发挥农民的主体地位，为新农村建设培育良好的氛围。

Investigation and Research on Construction Achievement of Social Forces’ Participation in the Construction of New Rural Areas in Beijing

Social force is an important part in new rural construction. In order to figure down the construction achievement of social forces participate in the new rural construction and fill the research gap, this paper takes Beijing as an example. It was found that many kinds of social forces actively participated in the construction, which achieved both good social and economic benefits. Meanwhile, the government plays a significant role in promoting the construction and policy guidance. However, the construction contents and ways of cooperation were relatively simple. The construction projects were focus on the economic investment, but pay little attention on health care, culture and social welfare, some construction also had image project and destroyed the environment. In view of this, some suggestions such as making policy to encourage social forces in the process of new rural construction, guide public opinion and give the main body position of the farmer are given.
