黑龙江省国有林区可持续发展能力的研究

为了使黑龙江省国有林区可持续发展能力纳入量化过程,该文首先确定出建立可持续发展指标体系的基本原则.根据社会--经济--资源--自然复合系统的原理构造出可持续发展指标体系框架结构,然后建立了3个层次、4个系统、13个指标要素的黑龙江国有林区可持续发展指标体系,对黑龙江国有林区36个林业局进行了计算,根据综合指数评价指数的大小分为非可持续、基本可持续和可持续3类.其中10个处于可持续发展状态,9个处于非持续发展状态,17个处于基本可持续发展状态.

Sustainable development ability of state-owned forest region in Heilongjiang Province,northeast China.

In order to quantify the sustainable development ability of state-owned forest regions in Heilongjiang Province,northeast China,this study set the basic principles for the establishment of the sustainable development indicator system.Firstly,we established the multi-level structure of the system according to the theory of the compound system of society-economy-resources-environment.Secondly,we established the sustainable development indicator system including three levels,4 systems and 13 indicators for the state-owned forest regions in Heilongjiang Province.The 36 forestry bureaus were classified,according to the comprehensive evaluation index,into three categories: unsustainable,basically sustainable and sustainable.Ten forestry bureaus belong to sustainable development,9 un-sustainable development and 17 sustainable development.
