Analysis on the market effects of vegetables price insurance policy of China:An empirical study of Shanghai

Vegetable price insurance is one of the important macro-control means for the government to regulate agricultural product market,promote the stable operation of market prices,and deepen the structural reform of the agricultural supply side.In-depth exploration on the market effects of vegetable price insurance policy has important practical significance.Through the construction of a panel dataset of 31 large and medium cities across China from 2001 to 2017,the synthetic control method(SCM)was used to empirically analyze the market effects of Shanghai s vegetable price insurance policy.The research showed that the vegetable price insurance policy had played a significant positive role in promoting the price of green vegetables in Shanghai to fall from a high level and alleviating the fluctuation of vegetable prices as a whole.Relative to the synthetic price,the vegetable price of Shanghai was dropped by 0.77 yuan/kg on average,and the price fluctuation was reduced by 4.61%.The effects of the policy presented a phased characteristic.It was obvious at the initial stage of implementation,while since 2014,the effects had gradually decreased over time.Further analysis showed that the vegetable price insurance policy had positive effects on suppressing the price growth of external vegetable varieties and overall vegetable,effectively promoting the smooth operation of the market as a whole.Based on the results above,targeted policy recommendations as optimizing the design of policy systems,innovating and improving the insurance system,and optimizing the price information collection system had been put forward.
