| 摘 要： | 从洪泽湖冬春季分洪需求和水资源综合利用等方面,剖析了开发淮河入海水道南泓过流能力的重要性;通过计算、试验和实况运行,论证了淮河入海水道南泓现状条件下具有100m3/s左右的分流能力;分析了淮河入海水道南泓分流对潍地种植和渠北排涝的影响性,提出了调度运行方案;为增强淮河入海水道南泓分洪能力,结合行洪需求,提出了将淮安枢纽下游南北泓间土坝改建为水闸的建议.
