生态农村工程:解决中国"三农"问题的新思维

农业、农村和农民问题(简称“三农”问题),它是我国人多地少、小农经营和过分城市偏向型经济发展战略的结果。当前“三农”问题主要表现为：农业生态环境恶化、小生产与大市场相矛盾、农民收入和就业率低、农民负担沉重、农民没有基本生活和医疗保障、农村基础设施建设落后。本文从农村自然-经济-社会复合系统的角度出发,通过将农村自然生态问题和社会经济问题融为一体,提出“生态农村”的概念,进而对建设生态农村的具体内容进行了描述。

Ecological Countryside Project:A New Thought to Resolve Problems of Agiculture,Countryside and Farmer in China

In China,the problems of agriculture,countryside and farmer are very serious and which have become an obstacle to the progress of China's society.The problems of agriculture,countryside and farmer are the result of Chinese land shortage,farm scale too small and excessive city preferential development policies.At present,these problems main include that the deterioration of agricultural ecoenvironment,the contradiction between small production and big market,lower farmer's income and employment rate,heavy farmer's burden,poor farmer's social security and lagging rural basic construction.Based on these problems,this paper put forward a concept of "ecological countryside" and it will be an effective solution to resolving the problems of agriculture,countryside and farmer.
