人力资本差异、土地流转制度与农业新技术扩散

通常认为，农业技术进步和农业生产水平的提高一方面依赖于农民个体的素质（如农民的受教育水平、收入水平、农业技术服务水平等），另一方面取决于国家农业政策和技术推广体系的作用。而该文则着力指出即使在农民已经具备应用新技术的能力时。土地流转制度的缺失依然会严重制约新技术的采用。笔者证明了土地流转制度可以提高全体农民使用新技术水平，从而能从根本上推进农业新技术的发展和应用。

Human Capital Differences,Rural Land Circulation,and Agricultural Technology Extension

It is generally accepted that the technological progress in agriculture depends on the individual quality of farmers （ such as education level of farmers, income level, etc. ） or depends on the national agricultural policy and the agricultural technology extension system. The focus of this article is that even the application of new technologies is available for farmers, the loss of the land circulation system will seriously constraints the use of new technologies. This article mathematically proves that the land circulation system can improve of the use of new technologies for all the farmers, which will fundamentally advance the development and application of new agricultural technologies.
