我国中部地区粮食生产波动性的成因及其政策建议

中部地区是我国粮食主产区,1978-2008年其粮食产量占全国比重平均为30.33%。运用改革开放以来中部地区粮食生产的相关数据,采用粮食生产波动指数,对中部地区粮食生产的波动特性进行了分析,结果表明:1978-2008年中部地区粮食产量在波动中呈现出明显的增长趋势,并且具有波动频繁、周期短、幅度大等主要特点。针对中部地区粮食生产波动的特性,系统分析了政策导向及粮食价格、耕地总量和粮食播种面积、农业物质和技术投入、粮食流通体制等经济社会因素方面对中部地区粮食生产波动的影响。结合中部地区粮食生产基地建设实际,从加强耕地保护、稳定粮食播种面积,加大财政对农业支持力度和粮食生产基础设施建设,建立粮食生产预警机制、稳定粮食生产价格,推进农业科技进步等方面,提出了稳定中部地区粮食生产的政策建议。

Analysis on Causes of Grain Production Fluctuation and Its Policy Suggestions in Central China
