| 摘 要： | 钦州市钦南区连续5年降雨量减少，春旱严重，影响了自然水灌区早造农作物的种植。针对气候变化，文章提出了“构建人与自然环境和谐相处的新型关系，在可能的情况下种植水稻，稳定‘钦州黄瓜’种植面积，适当调减辣椒种植面积，大力扩大春玉米种植面积，消灭搁荒田”的结构调整总走向；并根据该区的实际情况，提出了“根据粮食安全原则、地理环境、土壤墒情和水源情况、抗风险能力、投入能力进行结构调整”的措施和原则。 |
