| 摘 要： | 地方法律法规与民众关系密切，研究地方法治建设具有重要意义。以四川省政府投资工程建设项目比选制度为对象，梳理其形成，归纳其概念，在对比选制度进行法理分析和实证分析的基础上，提出完善措施，以期学界同仁关心地方法治建设。

| Abstract: | Analysis from the aspects of life, local laws and regulations are more closely related with the public. As a result, it＇s of great significance to research the rule of local laws. This article takes the selection system about the government＇s investment in construction projects in Siehuan Province as ob- jective, teases it＇s formation, sums up it＇s conception and gives the measures, basing on the legal anal- ysis and empirical analysis of selection system. Therefore, authors hope more and more academic col- leagues pay attention to the rule of local laws. |
