精准治理视域下新时代大学生志愿者评价激励的困境与破局

大学生志愿者具有"助人者"和"受教育者"的双重身份,对大学生志愿者的评价激励直接关涉志愿服务队伍的壮大和立德树人工作的成效。大学生志愿者的评价与激励存在"画像"与"引航"呈现"与"发展"的密切关系,因而必须一并考察。作为一种技术赋能的回应型治理,精准治理顺应了新时代大学生志愿者评价激励从"有没有"向"好不好"的高质量发展转向要求。在精准治理理念指导下改革完善新时代大学生志愿者评价激励工作,要基于系统性评价激励治理格局尚未形成、智能化评价激励运行平台尚未建立、回应型评价激励措施体系尚未成型的现实困境,在治理格局重塑、数字技术赋能、评价激励措施提质方面破局创新。

The Dilemma and Breakthrough of the Evaluation and Incentive of College Student Volunteers in the New Era from the Perspective of Precise Governance

College student volunteers have the dual identities of "helpers" and "educatees". Their evaluation and incentive are directly related to the growth of the volunteer service team and the effectiveness of moral education. The evaluation and incentive of college student volunteers have a close relationship with "portrait" and "pilotage", "presentation" and "development", which must be explored together. As a kind of responsive governance empowered by technology, precise governance conforms to the high-quality development requirements of the evaluation and incentive of college student volunteers in the new era, which change from "yes or no" to "good or not". Confronting the realistic dilemma that the systematic evaluation and incentive governance pattern have not been formed, the intelligent evaluation and incentive operation platform have not been established, the responsive evaluation and incentive measure system have not been formed, we should, under the guidance of the concept of precise governance, innovate in reshaping the governance pattern, empowering digital technology, and improving the quality of evaluation and incentive measures, in order to make a breakthrough in the reform and improvement of the evaluation and incentive of college student volunteers in the new era.
