21世纪云南省水资源可持续利用问题和对策

 通过分析云南省水资源现状及存在的问题,提出了水资源可持续利用的基本对策,建议更新观念,增强惜水意识;充分开发当地水资源,开展区域水资源调度;实施农业高效用水技术; 控制污染,保护水资源生态平衡; 依法治水,完善水资源所有权的法制管理体制; 加强政府对水资源的宏观调控,建立适应的水资源价格体制。

Problem and Countermeasures for Sustainable Development and Utilization of Water Resources of Yunnan Province in the 21th Century

The present situation and problems of water resources in Yunnan Province were analyzed in this paper and main countermeasures were put forward for sustainable development and utilization of water resources in the 21th century. Suggestions were made to renew the old concept and highly strengthen the consciousness of water value, make good use of local water resources, develop the distributing and dispatching system of regional water resources, implement high-efficiency water using technology in agriculture, control pollution to maintain ecological balance of water resources, improve the system of legal management for proprietary rights of water resources, strengthen the government macrocontrol to the water resources, and establish a rational price system.
