| 摘 要： | 在充分了解河北省新型农村社会养老保险实施情况的基础上，从财政支什能力、个人缴费标准设置及缴费水平高低、村集体补助能力、缴费激励和约束机制、参保率、与其他制度的衔接、基金保值增值和监管、试点推进策略、经办服务能力、制度的稳定性等10个方面，分析探讨了可能影响新型农村社会养老保险制度可持续发展的主要因素，然后提出针对性对策建议，旨在增强新型农村社会养老保险制度的可持续性。促进农村养老保险事业的进一步完善和发展。
