| 摘 要： | 随着农村"税制"改革和"两工"取缔,加之农民外出务工人员日益增多,农业项目,包括国家农业综合开发水土保持项目的投劳和集资同题,难以得到落实.为此,盐亭县水土保持办公室立足机制创新,要求项目村通过竞争取得开发项目并以"集资投劳诚信承诺保证金"作为水土保持项目集资投劳的诚信担保.该项制度的创立,确保了项目集资投劳任务的圆满完成,已在全县农业项目中全面推广.
