我国耕地异地占补平衡的运行机制

本文基于对我国耕地总量平衡政策的缺陷分析，提出耕地的异地占补平衡是我国实现耕地总量动态平衡的措施之一。我国耕地异地占补平衡的运行机制是，在政府的宏观调控下，通过耕地保有指标的分配，形成土地市场中对其有效的供给与需求，建立耕地保有指标的有偿转让市场；在政府的指导价格下下，根据供需特征，形成市场价格；并通过政府、公众监督和评估机制的建立，确保耕地异地占补平衡，实现土地资源优化配置。

Running Mechanism for Balance of Cultivated Land's Occupation and Compensation in Different Region in China

The author analyses the policy of balance of cultivated land,and put forward the balance of cultivated Land's occupation and compensation in different Region as a measure to achieve the policy of balance of cultivated land.The first step of the measure's running mechanism is build market for cultivated Land's retain target under the control from government by the target divided.And the price of cultivated Land's retain target is decided by the demand and supply in the market and the guide from government.The system of monitor by government and public and the assessment system should be built to make sure the balance of cultivated land's occupation and compensation in different region can be achieved and the land resource can be optimal distribution.
