| 摘 要： | 新农村建设的主体是农民,新农村的顺利开展必须依靠农民的力量,走群众路线。广大农民群众中所蕴涵的巨大潜能,正是农村建设和发展的动力所在,要发掘出潜能,利用好动力,关键在于赢得民心,抓好以农民为本的民心工程建设。

| Abstract: | The main body of new rural construction was peasants.Developing new rural construction successfully must depend on peasant's power and follow the mass line.The driving force of the construction and development of the rural areas was the tremendous latent potentialities among the mass peasants.The key of exploiting potentials and making full use of power was to win the morale and grasping the construction of morale projects of regarding peasants as core. |
