The essentials of collective forest property right system reform are the property's belonging and demarcation of forest,timbers and forestland.Being the fundamental production material,the forestland exist the problem of differential profit as the matter of fact.Based on the reason and impact analysis,the paper proposes the solution to the problems which relate to forestland adjustment,use property flowing,clear contract period,standard charge,use and management of forestland,use expense,achieving compensable transformation.
