林权制度改革--新时期林业生产关系的重大调整

2004下半年以来，江西省正在开展一场声势浩大的林业产权制度改革，其规模之大、涉及面之广、改革内容之深入、对林业发展影响之深远，都大大超过包括林业“三定”在内的任何一次林业改革。如何理解这场改革的意义．准确把握改革的政策，精心组织和操作好这场改革，是各级林业部门必须认真思考和解决的重要问题。笔者通过对省委19号文件的学习和对改革试点县的分析，提出了一系列重要观点，以启发各地在开展林权制度改革工作时进一步研究和探索。

Important Regulation of Production Relationship of Forestry--Reform in Forestry ownership System

Reform in forestry ownership system has been develping since the latter half of 2004.The reform's scale,scope,content and influence on forestry develop will be larger than any previous reforms.How to understand its importance,master its policies and launch the reform better are important problems for various level forestry departments to think and resolve.Based on the study on No.19 document of Jiangxi Provincial Party Committee and the analysis on the reform experimental counties, a series of important view is given.It can enlighten every locality to make the further research and exploration on launching the reform.
