户籍制度改革的模式选择及发展路径

比较分析了户籍改革的二元制度模式、一元制度模式、流动户口制度模式,认为一元制度模式既有实施的必要性又有操作的可行性。基于我国户籍改革的现实困境,提出实现户籍一元化的对策建议：（1）加快户籍管理立法;（2）在国家层面统筹推进户籍改革;（3）以基本公共产品和服务的均等化为突破口;（4）变前置准入为后置积分的城市入籍思路;（5）推动＂县镇化＂与新农村建设,改变人口流动单向性。

Modes and approaches of household registration system reform

By comparing the duality system model,the centralized system mode and the mobile system model of the household registration reform,we have obtained the conclusion that：it has necessity and feasibility to choose the centralized system mode to do it.Based on the difficulties of China＇s household registration reform,the countermeasures to bring about centralized household registration are proposed.（1）Accelerate the legislation of household registration administration.（2）Accelerate the household registration reform at national level coordinately.（3）Starting with the equality of basic public products and service.（4）Transfer the urban naturalization system from preposing access to postposition integrating.（5）Advance the urbanization and new countryside construction as well as change the unidirectionality of movement of population.
