| 摘 要： | 种苗是林业的基础,如何将林木种苗与目前正在进行的林改充分结合,是实现省人民政府提出的集体林权制度改革目标的关键。针对林改后林木种苗出现的新情况、新问题,本文提出实现林木种苗的"四个转变",是增强林改成效的基础和保障。
