| 摘 要： | 农村组织作为社会的最基层组织单元,在农村社会发展中具有不可替代的作用,是国家政策的具体实施者,是社会稳定发展的基本保证。如何建设农村组织,使其适应新时代带领农民致富奔小康的要求,这是解决“三农”问题的重要一环。精简人员,扩宽干部入口,提高干部素质,转变村级组织的职能,加强村组织的凝聚力等措施的实施对基层组织的发展方向具有重要引导作用。

| Abstract: | The organization at the level of village is the basic social organization unit,which function cannot be substituted.It is the basic guarantee of the national policy's concretion implementation and the social stable development. The "Three-agriculture" is very important in leading the farmers to become rich in new period.The quality of farmers,especially for local cadre,should be improved through the strength of village organization. |
