| 摘 要： | 将绩效评价的概念引入到土地利用规划实施评价中，利用层次分析方法和模糊综合评价法原理与模型，构建了土地利用总体规划实施绩效评价指标体系，并以依兰县上一轮土地利用总体规划（1996～2010年）为实例进行了绩效评价。评价结果表明，依兰县上一轮土地利用总体规划实施以来取得了明显的综合效果，规划实施绩效评价为优。
