| 摘 要： | 针对当前我国林业基础环境、林业发展的政策环境和投资环境存在的问题,以及林业走向市场存在的困难(分类经营问题、林业产业的弱质性问题等),提出了通过系统实施林业分类经营、实施林业保护政策、建立和完善森林生态效益补偿制度、实施森林资源强制保险、加强宏观调控、建立活立木市场等主要对策来加强林业基础地位.

| Abstract: | How to strength the foundation of forestry under condition of market economy is a key to sustainable development of national economy. Focusing on the problems involving forestry including basic situation of forestry, policies and investment situation as well as its difficulty for going into market.Several countermeasures including implementing forest distribution management and protection policies, establishing and improving compensation regulation of forest ecology benefit, carrying out forcedly forest resource insurance, strengthening macro adjustment and building a market of standing trees are proposed. |
