西部资源富集地区发展生态经济的思考——以陕西省榆林市为例

榆林市位于陕西省最北部，矿产资源十分丰富，是国家级能源重化工基地。但由于地处毛乌素沙地和黄土高原过渡地带，生态环境极为脆弱，水土流失和荒漠化扩展均十分严重。资源富集和环境脆弱已成为该市资源环境的两大重要特征，构成一对尖锐的矛盾，生态经济是该市经济发展的必然选择。分析了榆林市发展生态经济的有利条件和存在的主要问题，提出了提高认识、改变观念、大力发展资源节约型农业和特色农业，实施工业反哺农业等思路和对策。
