新李约瑟之谜,教育投资与教育产业化

摘    要:中国能否成为世界上有史以来第一经历了由盛转衰,再从衰到盛的大国?这是后人所提出的新李约瑟之谜。本运用“比较优势”原理,对中国的资源禀赋和教育投资的现状进行了分析,指出人力资源能否向人力资源顺利转化是中国实现持续发展的关键,为此,必须进行制度创新,特别是进行教育产业化改革。

Abstract:Could China be the first nation to become prosperous after decadence? This question is what we named New Joseph Needham's Mystery. Based upon the principle of comparative advantage, this paper tries to analyze the present situation of China's natural endowment and education investment, and points out that the key to China's sustainable development is to convert its human resources to human capital. Therefore, institutional reform, especially the industrialization of education should be taken.
