| 摘 要： | 在对典型水电移民的生产、生活、发展等方面进行调查分析中发现,在现行补偿政策下,移民群体中普遍存在发展无动力,创业无资金,务工无技术,生活无保障的"四无现象",严重阻碍了移民在新环境下扎根、发展、致富的进程.鉴于此,在分析现行补偿政策的基础上,结合移民对补偿政策的期望,提出解决"四无"问题的思路.

| Abstract: | In this article,the author carried on a series investigations about the production and lives of hydropower emigration.The result showed that "the four no" problem named no impetus,no funds,no technology and no guarantee widely existed in immigrants under the current compensation policy.Current compensation policy has become the obstacle for the stability,development and richness of immigrants.Base on analyzing the current compensatory policy and expectation of immigrants,the author put forward some measures to resolve "the four no" problem. |
