| 摘 要： | 西部地区矿业和能源开发已经成为其国民经济发展的重要支柱产业,但受到自然、经济、社会及环境等一系列因素的制约。为此,应加强资源管理,完善资源性产品价格形成机制,实施绿色矿业和能源开发模式,推进循环经济发展,加强环境监管,建立完善生态环境与资源补偿机制,减小资源开发负外部性,明晰资源产权,加强地质灾害防治,加强资源环境领域国际交流等,以增强西部地区可持续发展能力。

| Abstract: | Mining and energy development in western regions has become an important pillar industry of economic development,yet its development has been constrained by various natural,economic,social and environmental factors.Therefore,we should strengthen resources management,improve pricing mechanism of resources products,implement green mining and energy development model,promote circular economy development,strengthen environmental regulation,establish a sound ecological environment and resources compensation mechanism,reduce negative resources development externalities,clear resources property rights,prevent geological disasters,enhance international exchanges,thereby,enhance the sustainable development ability of western regions. |
