关于提高陕西农民收入水平的思考

农民增收是农村经济发展的核心问题,是陕西经济发展和社会稳定最根本、最重要的问题。陕西省农民的人均纯收入增长缓慢,与全国人均收入差距有进一步拉大的趋势,收入结构逐渐演化为工资性收入与家庭经营性收入共同主导格局。财产性收入和转移性收入缓慢增长,但比重较低。研究表明,县域经济发展程度不高,农业综合生产能力不强,城市化进程缓慢以及农民持续增收的空间有限时制约陕西农民增收的主要因素。需要通过加快县域工业化城镇化进程,培育壮大农业主导产业,推进农业结构战略性调整,建立健全农民持续增长长效机制以及提高农业现代化水平等措施,提高陕西省农民的收入水平。
