基于中国林产品出口企业视角的应对木材合法性要求策略评价及启示

如何应对木材合法性要求是当前中国林产品出口企业面临的现实问题。文中从林产品出口企业视角出发，构建中国林产品出口企业应对合法性要求可选策略的综合评价模型，基于企业实地调研数据，从市场利益、非市场利益、成本投入3个方面对现阶段市场认可度比较高的5种策略进行综合评价。结果显示:中国森林认证体系（CFCC）森林认证得分最高，但与其他策略的分差并不明显，企业可结合自身情况选择适合的应对策略。据此对CFCC和中国木材合法性验证体系（CTLVS）建设提出改进建议。

Evaluation and Enlightenment of Timber Legality Assurance Strategies from the Perspectives of China's Export-oriented Forest Product Enterprises

To meet the timber legality requirements is the realistic issue that faces the export-oriented forest product enterprises in China. From their perspective, the paper sets up a comprehensive evaluation model to identify the strategies of China''s export-oriented forest product enterprises to satisfy the timber legality requirements, and then evaluates the five strategies that have higher market acceptance in terms of market benefits, non-market benefits and cost input with the enterprises survey data. The results indicate that the CFCC, though with the highest score, does not show an obvious superiority on other strategies, and therefore enterprises can choose the appropriate strategy in line with their own conditions. Based on the research results, suggestions are put forward for the improvement of CFCC and CTLVS.
