摘    要:结合河南省利用亚行贷款农村能源生态建设项目环境影响评价工作,该文作者在9个项目县的9个乡(镇),按比例选择不同生态模式,入户调查沼气建设农户和未建沼气农户在项目实施前后农户的能源消耗量,能源消耗成本,农业生产投入与产出等80多项指标,并定量分析了沼气建设对种植业和养殖业的促进作用,对气体污染物的减排情况,为时2年。分析结果表明,沼气建设大大降低了传统能源的消耗,节约能源消耗成本,减少了气体污染物的排放,大幅度提高了农户种植业和养殖业的经济收入。可见,户用沼气池建设具有明显的能源效益、经济效益、环境效益和社会效益。

Abstract:Referring to the environmental impact assessment work of the rural energy ecological construction project using Asain Bank loans in Henan province, the author selected different ecological patterns in proportion from nine countrysides in nine counties, and from start to end, the project spent two years to investigate more than 80 indexes which included the fanners' energy consumption, energy consumption costs, agricultural production investment and output, and so on in biogas using farmers and non-biogas using farmers. Biogas construction's promotion of the planting and breeding and the pollution gas emission-reducing were also quantitatively analysed. The analysis results showed that biogas construction greatly reduced the consumption of traditional energy, saved energy consumption costs, reduced gas emissions and significantly increased economical income of the planting and breeding. Clearly, household biogas pond construction has obvious energy efficiency, economic, environmental and social benefits.
