日本林业产业政策及对我国的启示

本文在分析日本林业产业结构及80年代主要产业政策的基础上,提出我国在制定产业政策时应借鉴的几点意见:确定统一发挥森林经济效益和防护效益的战略目标,扩大森林资源,加强林道建设,积极开展木材加工,增加林特产品产值;并建议把造纸工业划归林业部门领导,实行林业职工社会保险制度。

The Forest Industry Policy in Japan and Its Edifying Effect

Forestry is an important economic department in a nation.Formulationof a practical forestry policy is imperative so that the construction of forestry maymeet the demand of development of national economy.On basis of an analyis of thestructure of the chief forest industry in Japan in 1980s,some opinions on theformulation of forest industry policy in China by learning lessons from Japan aregiven by the author as follows:resolutely setting a strategical objective of unifyingthe economic returns and the protective effect of forests;placing first priority onforest resources when formulating a forest industry policy;strengthening the con-struction of forest road and shortening the skidding distance so as to promote theeconomic returns of enterprises;adjusting the product structure and actively set-ting about the wood processing so as to promote the economic returns of forest de-partments;opening up more fields of production and increasing the output valueof special forest products;making recommendations to government to adjust theindustrial structure,hoping the processing industry of paper making to be control-led by the forest departments;developing social insurance system so as to reducethe financial load on forest enterprises.
