我国实行农业规模经营的必然性和渐进性

在中国目前的条件下,实现农业规模经营具有客观的必然性和渐进性。必然性主要是由目前小规模农户承包经营所具有的优、劣势决定的。小规模农户承包经营能很好地调动农民的积极性,利于实行劳动集约经营,但是由于地块分散,土地所有权模糊等,这种模式不利于进行规模经营。农业规模经营的渐进性一方面表现在小规模经营由利大于弊走向弊大于利,另一方面表现在实行较大规模的经营不可能在完全具备各种条件之后进行。现阶段在全国普遍实行规模经营也是不现实的。

Under realistic conditions in China,there are any inevitability and gradualness to realize scale management of agriculture.This inevitability is determined by the superiority and inferior position of small farm scale management's the contracted responsibility system with remuneration linked to output,which is propitious to mobilizing farmers' positivists and practicing intensive cultivation,but which isn't propitious to scale management owning to land's decentralization and dim land property right.On the one hand,it is a gradual process that small farm scale management's is from advantages exceeding disadvantages to disadvantages exceeding advantages.On the other hand,condition's form is gradual to realize mass scale management of agriculture.It will be unpractical to realize scale management in whole China.
