| 摘 要： | 粮农组织渔业委员会通过了一个关于渔业捕捞能力管理的国际行动计划，该计划要求所有成员国截止2005年都达到效率、公平和透明的捕捞能力管理。以捕捞能力管理的理论观点为基础，文章调查了我国政府管理海洋渔业捕捞能力的主要实践措施，对主要实践措施进行了分类，并分析和评估其绩效。

| Abstract: | The Food and Agriculture Organization (FAO) Committee on Fisheries (COFI) adopted an International Plan of Action for the Management of Fishing Capacity, which called for all member states to achieve efficient, equitable and transparent management of fishing capacity by 2005.
