现代农业建设的支农资金保障体系研究

积极发展现代农业,扎实推进社会主义新农村建设是一项复杂的系统工程,涉及到农村社会、经济、政治、文化等方方面面,离不开资金这一关键要素的支持与保障。利用统计年鉴资料和问卷调查资料,分析研究并揭示出中国发展现代农业推进新农村建设中支农资金供给体系存在的六大问题,提出构建支农资金保障体系的总体目标与原则,构建出现代农业建设的支农资金保障体系的逻辑框架,最后提出构建支农资金保障体系可供采用的六条对策思路。试图为理论研究提供一个分析框架,为实践决策部门提供决策参考依据。

Research on Guarantee System of the Fund to Support Agriculture under Modern Agricultural Construction

To develop the modern agriculture and the construction of new socialist countryside positively and steadily is a complex social economic systems engineering,involves rural society,economy,politics,culture and many other aspects.But to do this successfully,it cannot go without the funds supporting.This article analyses and shows us the six major problems in the agriculture-support financial supply system of the construction of modern agriculture and new socialist countryside by using the statistical yearbook material and the questionnaire survey material.And to deal with these problems,the article also proposed the general goals,principles,logical frame and six countermeasures of the construction of the agriculture-support financial safeguard system to promote the construction of modern agriculture.And attempts to provide an analysis frame for the fundamental research and the decision-making reference for the economical practice department.
