财政扶持农业保险的法律形式比较研究

各国均通过农业保险法对财政扶持农业保险的形式作出规定。财政扶持农业保险的法律形式包括：为国有农业保险企业和其他农业保险相关组织提供资本全；提供保险费和经营管理费财政补贴；为农业保险经营组织或地方政府提供再保险；为农业保险基金提供资金；为农业保险经营组织提供其他财政支持。我国财政扶持农业保险的方式还很单一，支持水平和力度不够高。我国未来在制定农业保险法时，应该规定财政支持农业保险的法律形式，并使其形成法律机制和有效的舍力。
