关于“生态立省”的思考

本文就贵州省委和省政府提出的“生态立省”概念进行讨论的基础上,进一步指出“生态立省”的5个内涵:努力发展全省经济、社会;以循环经济、生态经济模式来代替传统的线性经济增长模式;从全省经济、社会发展的全局出发,制定其整体战略和确定具体目标;重点任务是实现环境与发展的整合;坚持以人为本,追求人与自然的和谐。并就当前面临的8项重点任务作了分析论证。

Speculation over the Strategy of "Establishing Province by Ecological Way"

Based on the discussion on the term of "establishing province by ecological way" which proposed by Guizhou Provincial government, this paper had further discussion on five implications of the strategy: Promotion of the economic and social development; Replacement of traditional linear economic growth model by the circular and ecological economic model; establishment of the integral strategy and definition of the goals; harmonization of the environment and the development; Persisting in Human - oriented Policy and thus harmonizing the human and the nature. At last, 8 focal tasks we are now faced were discussed.
