黑龙江省城市化进程中园林地生态损失价值实证

利用资源环境经济学的市场替代法、碳税法、影子价格法估算了近10a黑龙江省城市化进程中园林地转为建设用地的生态损失价值,并利用柯布-道格拉斯生产函数估算了建设用地变动对经济增长的贡献率及经济增长价值。得出结论和建议:①近10a来黑龙江省城市化进程中园林地生态损失价值远远大于建设用地增加的经济增长价值;②建设用地增加对黑龙江省经济增长的贡献率越来越少,而固定资产和技术水平的贡献率越来越大;③黑龙江省在城市化进程中忽略了园林地的生态价值,导致建设用地迅速扩张;④黑龙江省未来应走内涵式城市化道路。

Ecological Loss of Forest Land Due to Urbanization Process in Heilongjiang Province

The ecological loss resulted from the conversion of forest land to built-up land was estimated by the methods of market substitution,shadow price and carbon tax during the urbanization process in Heilongjiang Province in recent ten years.The contribution rate of the increase of built-up land to economic growth and the increasing value were reckoned using Paul Douglas production function.Result showed that the ecological loss caused by the decrease in forest land was larger than the economic growth value resulted from the increase in built-up land in Heilongjiang Province in the past ten years.The contribution rate of the increase in built-up land to economic growth was becoming less than that of capital assets and technological level.The ecological value of forests was neglected in the urbanization process,which resulted in the expansion of built-up land.Heilongjiang Province should take a new road to industrialization with strong regional characteristics in future.
