从农民收入增长的速度和结构上，分析了新阶段农民收入增长下降的原因和典型特征。认为依靠提高农产品价格和农业结构调整，不可能从根本上解决农民收入增长问题，提出新阶段农民收入增长必须从战略上作重大调整，其对策是加快发展非农产业和农村剩余劳动力转移。

New Thought of Peasants' Income Increasing in the New Stage

From the increasing rate and structure of the peasants' income, I analyzed the reason and the typical feature of the decline in the peasants' income rising in the new stage. On the basis of the analysis that it's impossible to seek a permanent solution to the problem of the peasants' income growing by increasing the prices of the agricultural products and adjusting agricultural structure, I proposed that it should be well adjusted strategically to increase the peasants' income in the new stage, The countermeasure is to speed up the development of nonagriculture and the shift of the surplus labor in the rural areas.
