| 摘 要： | 实施退耕还林还草意义重大,对退耕还林还草项目进行全面、系统的监测评价,是确保退耕还林还草目标得以实现的重要措施。分析了退耕还林还草项目监测评价的目的和内容,构建了退耕还林还草监测评价过程的行为—反应滚动模型,对退耕监测评价执行系统、指标体系及技术体系的构建等提出了建议。

| Abstract: | It is an important significance for the implementation of grain for green project. To conduct an overall and systematic monitoring and evaluation is an important measure to ensure realizing the objective of grain for green project. The paper analyzes the purpose and contents of monitoring and evaluation of the project, establishes an action-reaction rolling model of the process of monitoring and evaluation of the project and puts forward suggestions on the establishment of operational system, index system and technical system of monitoring and evaluation of the project. |
