宁夏引黄自流灌区末级渠系供水成本调查与分析

宁夏引黄灌区干渠以下包括支、斗、农渠工程均由地方管理,在近2年推行的农业供水管理体制改革中,将原乡村集体管理的支斗渠交新组建成立的农民用水者协会管理,进一步规范工程及灌溉管理工作.通过对宁夏引黄自流灌区典型渠道末级渠系供水成本的调查测算,对供水成本构成因素进行定量定性的分析,提出改革末级渠系水价政策和加强末级渠水价管理的措施建议.

Investigation and analysis of the cost of water supply at the final canal system in the gravity irrigation area of the Yellow River in Ningxia

In irrigation area of the Yellow River in Ningxia,the projects of branch canals,lateral canals and farm canals from the trunk canals were managed by local organizations.In recent years,in the structural reforms of management of the water supply for agriculture,the branch canals and lateral canals were managed by the farmer's associations of water utilization instead of being managed by village collectives,which further standardized the project and irrigation management.Through the cost investigation and measurement of water supply at the final canal system in the gravity irrigation area of the Yellow River in Ningxia and quantitative and qualitative analysis of the cost factors of water supply,the policy for reforming the water price at the final canal system and the measures and suggestions for strengthening the management of the water price at the final canal system were proposed.
