三峡工程害多利少,不容欺上压下,祸国殃民

参加实地调查,借鉴国内外治水历史,认定三峡工程设计思想是错误的。概算埋伏特别大,实际占用资金均为概算的6倍以上,潜伏着严重通货膨胀的祸根。利用巨额外资,有招祸的隐忧。建议整治与疏浚相结合,使长江上中下游畅通无阻;吸取已被美国、西德运用和发展了的我国治水经验,在各支流上实行梯级开发;开发水电,应按经济需要与可能,先易后难。

More Disadvantages than Advantages for Three Gorges Porject, No More Tolerance to Deceive the Superiors and Delude the Subordinates Wreck the Country and Ruin the People

Through site investigation and in view of historical experience on rivers harnessing at home and abroad, we believe that the idea of building Three Gorges Project is wrong. The original cost estimate is deliberately set too low, and the actual investiment will be six times over the original estimate, resulting in hidden troubles to induce inflation. It may also bring hidden troubles in utilizing a huge amount of foreign capital. We suggest that the regulation and dredging of river channel should be made so as to keep the whole river in a good condition for navigation. We also suggest to develop tributaries in cascades, a chinese river harnessing experience utilized and enhanced by the America and West Germany. In hydroelectric power development, the easier project should be built first, in line with the capability and requirement of national economy.
