退耕还草产业化技术经济效果评价方法探讨

摘    要:以平凉市退耕还草产业化技术开发为例,以产业化系统链中各子系统间的功能协调统一为依据,以退耕还草产业化机制为纽带,在研究建立平凉市退耕还草产业化技术经济效果包括4个一级指标(基础指标、配套指标、服务指标和效益指标)和17个二级指标体系的基础上,采用层次分析法(AHP法)、隶属度函数法和综合效益指数法作为退耕还草产业化技术经济效果的评价方法.经比较得出:平凉市退耕还草产业化技术开发综合指数达到0.595 1,属初步产业化阶段,相对发展指数达到27.268%,年均产业化进步速度达到6.817%.

Abstract:The history of studding,applying and extending agricultural industrialization in China isshort ;there is no ripe experience model and authoritative and prescribed method as howto evaluatethe technical-economic efficiency of industrialization. Taken the technic industrial development ofgrassland restoration fromcultivation as an example ,based on unified coordination of the function ofall sub-systems in the chain of the industrialization system,the industrialization mechanismof grass-land restoration from cultivation as the link; on base of study to establish Pingliang city industrialtechnic-social efficiency of grassland restorationfromcultivation,includingfour 1st-level targets (bas-ic target ,accessory target ,service target and efficiency target) and seventeen 2ndlevel targets ,usingAHP method,subordinate degree function method and comprehensive efficiency target method as themethods to evaluate the industrial technic-economic efficiency of grassland restoration from cultiva-tion.By comparison,the comprehensive target of theindustrial technic development of grassland res-toration fromcultivation of Pingliang city reaches 0.595 1 ,stays in the initial stage of industrializa-tion,relative development target reaching 27.268 percent ,annual average development speed of indus-trialization reaching 6.817 percent.
