河北省农业可持续发展评价及水利工程管理现状分析

从多目标角度,提出了河北省农业可持续发展评价指标体系,并运用层次分析法对具体指标进行了排序,对河北省农业发展状况作出了评价。水资源的持续利用是影响农业持续发展的关键因素,目前河北省水利工程管理总体上与防汛抗旱、社会经济持续发展、水利行业走出困境争取自身发展这3个方面不相适应。在对水利工程管理现状调研的基础上,提出了改革工程管理模式的措施和建议。

Agricultural Sustainable Development Appraisal and Current Situation Study of Hydraulic Engineering Management of Hebei Province

In terms of many goals, the paper has put forward the agricultural sustainable development evaluation index system in Hebei Province, and uses AHP to arrange the concrete index, make an appraisal to the agricultural state of development of Hebei Province. The key factor of influencing agricultural sustainable development is utilizing water resource continuously. Nowadays, it's not suitable between the hydraulic engineering management of Hebei Province and those three aspects such as flood-control and drought relief, sustained development of social and economic, how can get rid of plight and develop in hydraulic engineering. On the basis of the study to the current situation of hydraulic engineering management, the authors have put forward measure and suggestion of reforming project management mode.
