摘    要:结合GIS的功能和水资源管理的实际 ,通过河南濮阳市的应用实例 ,介绍了应用Arcview进行二次开发来构建水资源优化管理信息系统的方法、过程以及该系统的结构主要功能。该系统充分利用GIS强大的空间数据处理能力来管理水资源信息 ,并把泰森多边形法、水均衡法和水质综合评价模型融入到GIS中进行水资源管理 ,这种方法对其它中小城市水资源管理信息系统的建立具有借鉴意义。

Abstract:Along with the population growth and the development of urbanization, many cities are in serious shortage of water resources. In order to achieve the sustainable development, the scientific management of water resources has been carried out in many cities. It, however, needs to collect a lot of hydrogeologic, meteorological and hydrological data as well as the data of the long-term observation of groundwater dynamics including the dynamics of groundwater level, groundwater quality and pumped volume. This paper discusses the method and process of developing the GIS-based optimized management information system of water resources based on a case study in Puyang, Henan Province, and the structure and functions of the system are also discussed. In the system, the information of water resources is managed by fully using the strong spatial data processing capability of GIS, and the management of water resources is carried out by combining the Taisen Polygon method, water balance method and synthetic evaluation model of water quality. The study results can be referred in developing the management information system of water resources in other middle- and small-sized cities.
