基于国际经验的中国国家公园定位研究及其启示

国家公园制度作为一种保护自然文化遗产的方式，已在世界范围内得到广泛认可。在中国共产党十八届三中全会提出全面建设生态文明的大背景下，中央提出加快建立国家公园体制。鉴于我国国家公园建设还处于起步阶段，文中以美国、英国、日本、台湾典型国家或地区作为研究对象，分别从其建设背景、管理目标、功能定位上加以梳理，重点分析其中产生差异的原因，借鉴其成功经验，立足于本国国情，探究我国国家公园发展的新路径。

Research on the Positioning of National Parks in China and Its Implication: Based on International Experience

National park scheme has been widely recognized all over the world as an effective approach to conserving natural and cultural heritage. The Chinese Central Government proposed to establish National Park Scheme under the context of ecological civilization promotion which was identified in the Third Plenary Session of the 18th Central Committee of the Communist Party of China. Given the initial stage of China''s national park building, the paper reviewed the background to establish national parks, the national park management objectives and the functional positioning of national parks in the U.S.A., the U.K., Japan and China Taipei, where national park scheme has been well established. The review put the focus on the cause to the differences between these national park schemes and attempted to learn their successful experiences. It is aimed to explore the new approach to nation park development in China in line with the current situation of China.
